TERMINAL GROIN AND COASTAL STORM DAMAGE REDUCTION PROJECT UPDATE

On August 28, 2017, the National Audubon Society filed a lawsuit with the Eastern Division of the US District Court of North Carolina, against the US Army Corps of Engineers and the Town of Ocean Isle Beach. This lawsuit challenges the Corps of Engineers approval of a permit that authorized the Town to build the Terminal Groin. Therefore, the Terminal Groin will not proceed this Fall as expected. The Town has retained the law firm of Kilpatrick Townsend and Stockton to defend the Town during this litigation.
The Town has been informed however, that the Corps of Engineers will proceed as planned with the Coastal Storm Damage Reduction Project. The Town has supplied the cost sharing requirements for this project to the Corps of Engineers. The map ( CLICK HERE) describes where we currently estimate material will be placed on the beach for this project. If is important to note however, that this map does not imply material will be placed at the same elevation at all points on the shoreline. Some of these placement areas transition down to the ocean or toward the landward side of the strand. The Town does plan to complete the additional work option shown on the map. Current estimate quantities are approximately 270,000 cubic yards for the Federal cost-shared project and about 18,000 cubic yards for the additional option.
The Corps has initiated the contract solicitation process and requested proposals from a pre-approved list of contractors for the F18 Ocean Isle Beaches Coastal Storm Risk Management Periodic Nourishment contract. Subject to any amendments of this solicitation, proposals are due to the Corps by October 19, 2017. Work is anticipated to be completed prior to April 30, 2018.
